Yohanes Angsel suffers from mental illness and since 2004 been chained to the floor of a room in his parents house on the island of Flores in Indonesia. Thirty-three year old Yohanes, was chained up after he began carrying out unproved attacks on his neighbors. His father Oktavianus Goan said, “Yohanes can only take three steps in any direction and he spends his time continually smoking”. According to Human Rights Watch there are at least 18,800 people currently being shackled in Indonesia due to mental illness. Family members say relatives are shackled or chained up to prevent them from doing harm to themselves. Also, it's often the case that people in rural areas don’t have the facilities or know how to care for the mentally ill.
